2008 Chevy Cobalt 2.2 / 4 cyl.?

I have no turn signals front or rear. I have no brake lights , but I have the standard running lights and i have changed the fuses and nothing has changed. Is the turn signal relay some how connected to the brake lights ! or is there some secret fuse located somewhere under the dash ? This is my daughters car and she is in the US Air Force in England ! I'm trying to help over the internet ! No one in the UK has any idea whats wrong !
